Before JCPOA, Iran’s missile activities were considered “illegal” both from the viewpoint of the “international law” and from the standpoint of the United States’ domestic legal system and within both legal frameworks, “violators” were exposed to heavy punishments. Among other consequences, this now outdated projection, and misinterpretations of it, prompted policymakers to schedule the deployment of ever more advanced missile defense systems into Europe, and led Congress to propose building a major strategic interceptor base on the Eastern Seaboard of the United States. GOP presidential candidates have also made hyperbolic claims based on the 2015 date. For example, Sen. Ted Cruz (R-TX) warned in January that Iran would soon be able to launch nuclear strikes against “New York or Los Angeles.” But sometime during the past few months, the long-standing official estimate of Iran’s potential intercontinental missile capability was significantly revised. There are nearly 30 variations of S-300 in existence, and the PS and PM versions are, it is believed, fitted with nuclear warheads. It was more than mildly disturbing, therefore, to learn on November 9 that Russia has lifted its embargo on supplying Iran with the S-300, and that a firm contract to provide four systems is signed and sealed. What is not yet clear is when they will be delivered. Speaking at the Dubai Airshow-2015, which ran from November 8-12, Sergei Chemezov, the head of Russia’s Rostec Corporation, the conglomerate that includes arms exporter Rosobornexport, said: “The contract for the delivery of the S-300 to Iran…has already entered into force.” This deal has had a long gestation.

The missile has a range of 1700 kms and a payload capacity of 750kgs. Any missile above a 500 kg payload is considered nuclear capable. Emad is liquid-fuelled but with improved accuracy and maneuverable re-entry vehicles for evading enemy defence systems. This improved accuracy is extremely important if Iran is to deliver a conventional payload. The missile is also reported to carry thrusters for course correction. Reports suggest that this missile is an improved version of the liquid-fuelled Shahab missiles. The maneuverability is achieved by steering warheads that can perform last minute maneuvering even at the terminal phase.
