According to IHS Jane’s, the vessel was inducted into the PLAN’s South Sea Fleet in mid-July and will in all likelihood operate out of Yalong Bay naval base on Hainan Island. The first Type 052D Luyang III-class destroyer, Kunming, was launched in March 2014 and the Yangsha launched in July 2014. However, the vessel was commissioned a full 16 months after the Kunming, “suggesting an extensive program of trials,” according to the article. All in all, the PLAN plans to build a fleet of 12 Type 052D destroyers–nicknamed “Chinese Aegis”–before shifting production to the newer Type 055D multi-role cruiser. Compared to ONI’s last  unclassified analysis on the PLAN six years ago, the more than 300-ship strong Chinese People’s Liberation Army Navy (PLAN) has “made significant strides in operationalizing as well as modernizing its force,” notes the new 2015 report. Notably different from 2009 is Beijing’s current shipbuilding program, which is now focusing more on the construction of multi-mission vessels rather than anti-surface warfare combatants. The Type 052D has various disadvantages caused by the DN/DA80 gas-turbine introduced from Ukraine, however, which limits the speed of the hefty destroyer. The turbine is used in Russia and India to power merchant vessels rather than warships because it is a gas guzzler. Without proper support from Ukraine, China is unable to carry out maintenance and overhaul operations for the turbine. Like the Chinese fighters which still rely on the engines imported from Russia, PLA Navy warships need turbines from Russia and Ukraine but the conflict in the region has cut off access to Ukrainian personne
