The Arihant is expected to be formally commissioned soon, and is likely to serve in a training and force development role as well as providing a limited deterrence, especially once a new intermediate range submarine launched ballistic missile (SLBM) becomes operational. According to Indian media reports, the nuclear-powered ballistic missile submarine has been undergoing a series of diving tests and weapons trials over the past five months. “It has passed all tests and in many things has surpassed our expectations,” a senior India Navy official told the Economic Times. “Technically the submarine can now be commissioned at any time.” Called the Arihant, the 6,000-ton displacement submarine—which draws heavily from Russian technology—carries twelve indigenous K-15 Sagarika missiles with a range of 435 miles. Two Russian shipyards, Zvyozdochka in the northwest and Zvezda in Russia’s Far East, will upgrade ten project 971 SSN Akula-class and project 949A SSGN Oscar-class II nuclear-powered submarines in the coming years. Two Oscar-class II submarines are active with the Northern Fleet and five with the Pacific Fleet, whereas five Akula-class SSN’s serve in the Pacific and six in the Northern Fleet. Between 40 to 70 percent of  submarines in both fleets are estimated to not be operational. An article titled China's Nuclear Potential published on Dec. 30 said that it will still takes decades for China to establish sufficient second strike capability. However, China takes much less time to develop its nuclear forces than most Western observers had previously thought. Currently, the People's Liberation Army Air Force still relies on H-6K bombers and Q-5 attackers to conduct nuclear strikes. While Q-5 attackers have been slowly replaced by the more advanced JH-7A, China is unlikely to develop a new stealth bomber to take H-6K's place in the near future, the article sai
