The People’s Republic of China seems to have one crystal-clear objective: to dominate this important body of water to such an extent that they will be able to enforce what they call their “nine-dash-line” claim that incorporates almost the entire sea. What comes after that is unclear. For example, would China stop any and all foreign military vessels from transiting, by force if necessary? Would Beijing kick out all so-called foreign fishing vessels? How far do Chinese claims of so-called “indisputable sovereignty” go? From the beginning of the Cold War onward, Soviet and Russian MiGs, Sukhois and Yaks have formed the backbone of many air forces throughout the world. This was partly due to old Cold War politics, where states were basically obliged to acquire military equipment from whichever bloc they were aligned with. Russia has inherited much of its old military R&D and production capabilities with regards to military aircraft. Soviet and Russian planes are still in high demand throughout the world. This is primarily due to three thing; costs, quality and the lack of arms sanctions often imposed by western states on unsavory states. This is also true in Asia. The two countries have been discussing the sale of the powerful Russian-built jet since at least 2011. “Long negotiations for the supply of Su-35 in China are completed, we signed a contract,” Sergei Chemezov general director of Rostec—which is a Russian government entity that helps facilitate Moscow’s defense exports—told the Russian daily Kommersant. According to Kommersant’s Russian government sources, the People’s Liberation Army Air Force will receive twenty-four jets for a total of $2 billion dollars. Variations of the Flanker are not just built in Russia; China has its own knock-offs. Russia produces myriad variations of the Flanker that range from the relatively basic Su-30M2 to the top-of-the-line Su-35S Flanker-E. But moreover, there are a host of Chinese-made copies of the Flanker. In a move that seems to be completely inexplicable, Russia is apparently negotiating to sell Pakistan advanced Sukhoi Su-35 Flanker-E fighters along with Mi-35 Hind-E attack helicopters. Speaking to reporters at the Paris Air Show this week, Yuri Slyusar, chairman of United Aircraft Corp, a Russian civilian and military jet manufacturer, said his company is aiming to ink a deal with China to sell Beijing 24 Su-35 fighter jets. “Our position is that we still believe that we will sign the contract to sell 24 aircraft this year,” Yuri said, according to multiple Western defense news outlets.
